The VPI Immingham OCGT Project

VPI Immingham B Ltd (‘VPIB’) is proposing to build a new gas-fired power station at its site along Rosper Road to the north of Immingham.

The VPI Immingham Open Cycle Gas Turbine (‘OCGT’) Project (the ‘Project’) would have a generating capacity of up to 299 megawatts (‘MW’) and includes associated development in the form of a new gas supply pipeline, adjacent to its southern boundary. OCGT power stations are extremely flexible, capable of rapid start up, and are therefore able to respond to shortfalls on the grid, usually at times of peak demand.

The Project would produce electricity using natural gas which would be sourced from the existing gas connection at the VPI Immingham Combined Heat and Power (‘CHP’) Plant. The proposed OCGT power station would be located immediately to the north of the VPI Immingham CHP Plant within the ‘Project Site’.

The Application was received by The Planning Inspectorate on 11 April 2019 and accepted for examination on 9 May 2019.

Representations must be received by The Planning Inspectorate no later than the end of 25 June 2019. Representations will be made public. 

Planning Process

VPIB is proposing to submit an application for a Development Consent Order (‘DCO’) to the Secretary of State for Business, Energy and Industrial Strategy. The DCO application will seek consent to develop a new OCGT power station on land to the north of the VPI Immingham CHP Plant, Rosper Road, South Killingholme, Immingham, DN40 3DZ.

Due to the size of the Project, it is classed as a ‘Nationally Significant Infrastructure Project’ and requires a DCO under the Planning Act 2008. The DCO process is administered on behalf of the Secretary of State by the Planning Inspectorate. Further information on the DCO process can be found at the Planning Inspectorate’s website.
